Anantnag, Oct 26 (KNO): The Jammu and Kashmir government has ordered an in-depth fact-finding inquiry into alleged irregularities in the allotment of works by the Public Works (Roads and Buildings) Division, Anantnag, directing a four-member committee to examine the tendering process and identify officials responsible for any violations.
As per Government Order No. 358-PWD(R&B) of 2026, accessed by the news agency—Kashmir News Observer (KNO), the R&B Department has constituted a preliminary enquiry committee to scrutinise the procedure adopted in the allotment of works under NIT No. 168/Anantnag/2026-27/E-Tendering/1717, issued on August 24, 2026, by the Executive Engineer, R&B Division Anantnag.
According to the terms of reference, the committee will examine the award of a contract to the L2 bidder, allegedly in violation of the guidelines issued by the Central Vigilance Commission (CVC) and the provisions of the General Financial Rules (GFR).
The panel has also been tasked with reviewing other tenders issued by the division during the financial year 2026-27 in which contracts were awarded to bidders other than the L1 bidder.
The inquiry will assess whether such allotments resulted in any financial loss or potential loss to the public exchequer and determine the circumstances under which the contracts were awarded to bidders other than the lowest bidder.
It will also identify the officers and officials involved in the allotment of contracts in cases where violations of the prescribed rules and procedures are established.
The fact-finding exercise is aimed at examining compliance with established tendering procedures and financial regulations in the allotment of public works.
The findings of the committee are expected to bring clarity to the circumstances surrounding the alleged irregularities and fix responsibility, wherever warranted—(KNO)
